MEETING OF THE COUNCIL OF MINISTERS of 30 January 2008
The Council of Ministers met on this Wednesday, January 30, 2008, in Meeting Room of the Council of Ministers, at the Government Palace in Dili, and appreciated:
1 - Proposed Amendment Act to the Statute of the Civil Service
The Council of Ministers at its meeting today, examined a proposal for a law to amend the Statute of the Civil Service. This proposal seeks to amend the Law No. 8 / 2004 of June 1, establishing the Statute of the Civil Service, and which contains a number of inaccuracies normal incomplete, impeding the action of the Government in the organisation and control of Civil Service.
The proposal is in synchriny with the Program of the Government in that it implements principles of administrative reform, establishing the foundations of the Committee on Civil Service and seeks at the same time, to improve some aspects of the Statute of the Civil Service who were not very accurate .
2 - The System of Monitoring of the fishing vessels
The Council of Ministers reviewed, in addition, a draft Decree-Law which proposes to establish and regulate the system of Continuous Monitoring of Fishing Vessels, satellite, called SIMOCEP.
The SIMOCEP is also recognized worldwide for VMS (Vessel Monitoiring Systyem), and aims to monitor fishing vessels, domestic and foreign, licensed in East Timor, for the purpose of monitoring and supervision of the exercise of fishing, in order to improve the management of fisheries resources of East Timor, to combat illegal fishing and improve the sustainable management of marine resources nationals.
The Council decided to review the two projects at a future meeting.

The Council of Ministers met on this Wednesday, January 23, 2008, in Meeting Room of the Council of Ministers, at the Government Palace in Dili, and approved:
1 - Resolution approving the Establishment of the National Commission for the preparation of the National Development Plan II.
The Council of Ministers decided at its meeting today, approving the Establishment of the National Commission for Research and Development, which is under the supervision of the Minister of Economy and Development, which has the main task of preparing and drafting the Report on the State of the Nation East Timor, projecting the macro economy in the medium term and inventory studies on the development of the country made since 1999.
2 - Decree establishing the Organic Law of the Ministry of Social Solidarity.
This establishes the Organic diploma from the Ministry of Social Solidarity (MSS), which defines the functions and structure needed for their operation.
The Ministry of Social Solidarity, as the body of the central government, must develop and implement policies approved by the Council of Ministers in the areas of social security, social assistance, disaster management and Combatant of National Liberation.
3 - Decree establishing the Organic Law of the Ministry of State Administration and Regional Planning.
Decree-Law No. 7 / 2007 of September 5, establishing a new organic from the Ministry of State Administration and Spatial Planning (MAEOT), but to incorporate activities that were previously the responsibility of other government agencies. The review of this structure led to the reformulation of the organic diploma MAEOT in order to become more suitable for the performance of their mission.

4 - Resolution appointing the Chairman of the Board of SAMES.
The Council of Ministers appointed Mr Gil da Costa for the exercise of the functions of chairman of the Board of the Autonomous Service of Medicines and Health Equipment (SAMES).

5 - Pilot Project "Fellowship of the Mother"
The Council of Ministers approved the alinhavada policy for the transfer of funds to the area of education to widows and orphans vulnerable, based on the pilot project "Fellowship of the Mother", targeting a total of 4,680 people, with a budget of USD 663750.00.
6 - Situation in the region of Oecusse
The Secretary of State of the Region of Oecusse presented a summary of the strategy of sustainable social, economic and policy for the region. The Council of Ministers considered this draft as a positive reference for future studies on the development of an administrative policy and a regime for the special economic enclave.

1 - Decree establishing the Organic Law of the Ministry of Foreign Affairs.
The Council of Ministers approved in its meeting today a Decree Law establishing the structure of the Foreign Ministry, which is in line with the program of the government, to the extent that concentrating the activities of the Ministry in the areas of diplomacy and international cooperation, the consular functions and the promotion and defence of the interests of the East Timorese abroad.
2 - Decree establishing the Organic Law of the Secretary of State of the Council of Ministers.
At the meeting today was also adopted a Decree Law establishing the structure of the Secretariat of State of the Council of Ministers (SECM), implementing the Program of the Government and the Decree-Law No. 7 / 2007 of September 5 approving the Organic IV of the Constitutional Government.
This diploma defines the guidelines, general and special, for the structuring of SECM, with the aim to promote citizenship and the quality of public services, with gains in efficiency by simplifying, streamlining and automation, allowing optimization services and resources assigned to them.
3 - Decree establishing the Organic Law of the Secretary of Energy Policy.

The Council of Ministers met on this Wednesday, January 09, 2008, in the Meeting Room of the Council of Ministers, at the Government Palace in Dili, and approved:
1 - Resolution approving the Initial Report of the Convention for the Elimination of All Forms of Discrimination Against Women (CEDAW).
The Democratic Republic of East Timor signed in 2002 and ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and at the time of signing, assumed the responsibility to submit to the Committee of CEDAW, the United Nations, an Initial Report, one year after its ratification by Parliament and, every four years, a periodic report.
The Initial Report covers the period since independence, the May 20, 2002, until May 19, 2006. Seeking to give an overview on the status of women in East Timor and has the purpose to comply with the obligations of the Government of the Republic of East Timor to CEDAW.
The Council of Ministers at its meeting today, approved the Initial Report of the Convention for the Elimination of All Forms of Discrimination Against Women (CEDAW).
The Council of Ministers also examined:
2 - Draft Decree establishing the Organic Law of the Ministry of State Administration and Regional Planning.
The draft organic decree is consistent with the Program and the Organic IV Constitutional Government of East Timor, in that concentrated on tasks of the Ministry of State Administration and Regional Planning the areas of civil service, local authorities and planning of the territory.
