3. Policy for the Protection of Child Abuse at risk
The Ministry of Social Solidarity presented a working paper on the issues of protection of rights of the child. The protection of the Child and the implementation of their rights is a major concern that the Government intends to increase the dissemination of these rights, including the protection against violence, exploitation and abuse, establish structures of reference and support for children victims, in short, ensure the special rights of children especially in education, health and safety. In this regard the Council of Ministers reviewed and approved the draft Memorandum of Understanding to be established between various ministries and agencies and civil society partners for development, on strengthening social assistance to children victims, by creating networks of Protection the Child.
The government still has assessed a technical presentation made by the Ministry of Social Solidarity and IOM on the results of implementation of the "Hamutuk Hari'i Futuru" of support for the resolution of the problems of the displaced.

The Council of Ministers meeting is held this Friday, May 23, 2008, in the Meeting Room of the Council of Ministers, at the Government Palace in Dili, and adopted:
1. Decree Law Approves Grant of the system of aid in the cost of travel abroad
This law is to regulate the allocation of allowances from missions abroad and will be covered by this provision, in addition to civil servants and contract staff of the State, members of the organs of sovereignty and other organs of the state. Similarly down the regime and the formalities to be complied with the administration in the payment of this aid.
The Council of Ministers also discussed:
Proposed Law amending budget for 2008
The government will submit to Parliament a draft National amending budget in the year 2008. The proposal provides for an increase in the 2008 budget with particular emphasis on "goods and services", aimed mainly, to cover increases in costs relating to heading the Food Guarantee, derived from increased costs of rice, the increase of fuel for the production energy and with increased costs in the granting of scholarships and training of Timorese professionals, in addition to the need for supply of medicines by the State.
The government decided to continue discussion of this matter at a later date.

Decree-law approving the scheme for the award of Scholarships Abroad
Education is one of the areas to which the Government, in fulfilling the commitment made in the programme, has devoted great attention.
Considering the increasing importance of the formation of higher qualifiied human resources to enable the appropriate development of a framework and construction of a solid workforce, in a society increasingly competitive and demanding , the Government encourages the international exchange of Timorese students in higher education.
For promoting the international exchange of students, it encourages young people to seek professional qualifications abroad, giving scholarships to all students who qualify for this.
The bill approved today defines the conditions of the award and arrangements for scholarships for further studies and scientific research in higher education institutions or research centres abroad and aims to provide the main appropriately qualified human resources of the country, capable of meeting the medium and long term needs of various sectors of the economy and the public administration.
This scholarship, which gives the benerficiary the status of fellow of the Ministry of Education, understands the types of exchange degree, initial post-graduation, scholarship and fellowship of the Masters Doctorate when intended to finance the frequency of higher courses for the obtaining the degree for work or research licensee to obtain academic degrees or post-graduate diplomas. The bill also provides for the attribution of grants for scientific research activities.
The approval of this law gives the government an important step for the enrichment of East Timor, to promote and encourage qualifications, competitiveness and excellence of its most important source of wealth: the young Timorese.
The Council of Ministers also discussed:
-- The program of commemorations of the Restoration of Independence, which arise during the next week;
-- The process of IDPs;
-- A visit to East Timor of defence ministers of the states comprising the Community of Portuguese-speaking Countries (CPLP);

The Council of Ministers, meeting this Wednesday, April 07, 2008, in Meeting Room of the Council of Ministers, at the Government Palace in Dili, approved the following provisions:
1. Draft Resolution on the National Parliament for ratification of Convention No. 29 of the International Labour Organisation - ILO, on Forced Labour.
This Draft Resolution of the National Parliament seeks the adoption of Convention No. 29 of the International Labour Organisation, on Forced Labour.
As a member of the International Labour Organisation, since August 19, 2003, East Timor is thus committed to abolish forced labour in all directions, promoting the rule of law and respect for mankind.
2. Draft Resolution on the National Parliament for ratification of Convention No. 182 of the International Labour Organisation - ILO, on the Prohibition of the Worst Forms of Child Labour.
This Proposal for resolution to be submitted to the National Parliament seeks to abolish all kinds of work that is unlawful or affecting the moral or physical health of children, and reaffirm the commitment to East Timor to respect and implement international standards of work , Which aim to design a minimal system for the promotion and protection of labour relations in the world.
3. Resolution approving the government's support to be provided to petitioners.
This resolution of the Government has set up a system of support for demobilization and reintegration of petitioners in working life, resulting from a series of efforts promoted by the government to resolve this issue.
