ASDT/FRETILIN STRATEGIC ALLIANCE POLICY PLATFORM
Introduction:
On the 28th of November 1975, in the name of the FRETILIN Central Committee, the President of FRETILIN, Francisco Xavier do Amaral proclaimed Timor-Leste's National Independence establishing the Democratic Republic of Timor-Leste (RDTL). On the 20th of May 2002, the President of FRETILIN, Francisco Guterres "Lú-Olo" in his capacity as the President of the National Parliament, restored the proclamation of the independence on the 28th of November 1975 and reestablished the Democratic Republic of Timor-Leste (RDTL).
Therefore, on this date, ASDT and FRETILIN declare:
1. Francisco Xavier do Amaral, Proclaimor of Independence, and
2. Francisco Guterres "Lú-Olo", Restorer of Independence.
Acknowledging this common history and the need to defend the Grand Project of Liberation of the Fatherland from foreign domination, and the people from endemic poverty in which they are submerged,
the illiteracy, the isolation from the world, with this opportunity to re conquer dignity through governance in the service of all our people presenting itself, ASDT and FRETILIN, agreed to establish a Platform for Strategic Alliance based on the following principles:
· Promoting the RDTL as a solid democratic state under the rule of law in which the law and justice prevail above all else;
· Promoting a policy of social and political inclusion with good governance in order to constantly strengthen the participation of all in managing the common interests of all our people and the nation;
Therefore, to bring an end to the political crisis we have been living under, ASDT and FRETILIN promote:
· The establishment of a Government of Grand Inclusion led by FRETILIN, the most voted party in the last elections;
· The government of grand inclusion should govern for a necessarily strict period of time – but not more than two years, to:
i. Resolve the problem of the "petitioners";
ii. Create the conditions for the return of displaced to return to a normal life, preferably for their return to their original residential areas;
iii. Undertake reform in the security and defense sectors;
iv. Initiate reform to the public administration;
v. Strengthen the justice sector;
vi. Create a high Authority for Good Governance;
vii. Create solid mechanisms for food security for the short, medium and long terms;
viii. Review the National Development Plan and Sector Investment Programs;
ix. Discuss the mechanisms for the management of revenues from non-renewable resources so as to reach a common vision regarding this issue;
x. Review the Electoral Laws and sections 85 and 106 of the constitution of the Republic;
xi. Organize early legislative elections.
In this platform, ASDT and FRETILIN intend Grand Inclusion to be in widest meaning, which includes:
· To establish a Government that is an Inclusive Executive body, transparent and effective;
· The establishment of agreements pertaining to parliament on issues that are fundamental to the construction of the State and the Nation;
· The creation of High Level Mechanisms for political and social inclusion with the view of organizing the participation of political parties not represented in the national parliament and institutions representing civil society, religion and traditional structures in seeking solutions for the great challenges faced by the nation;
ASDT and FRETILIN being concerned with the need to ensure the normalization of the democratic life of the country decided to establish a new party political alliance of a strategic character, incidental to the parliament, and with the view of forming a government without totally ceasing to affirm themselves as two political parties in relation to one another and to third parties.
Therefore, although already being allied by previous agreement and previously already being committed to sharing government by proportional representation determined by future election results, the two parties agree to:
Construct a solid alliance, effective and lasting to reestablish stability, peace and consolidate a democratic state under the rule of law;
Normalize the functioning of State Institutions;
Maintain openness to other political parties with and without parliamentary seats;
Advocate for an International Commission of Investigation to investigate the events of 11 February 2008;
Advocate for the holding of early legislative elections.
The general principles established in this Strategic Alliance shall be subsequently implemented through concrete programs for government.
This Strategic Alliance Platform is integral to the 1 May 2008 Agreement.
