The Plenary Session of today was chaired by Mr. Vice-President of the National Parliament. Vicente da Silva Guterres assisted by Secretary of the Bureau Mrs Maria Terezinha da Silva Viegas and  Deputy Secretary Mrs Maria Teresa de Carvalho.

In the period before the Order of the Day were held the following information:

1. Information on the grounds of  Mr Estanislau  of C. A. M. Da Silva;

2. PSD's policy statement on land and anticipated election .
In the Agenda were scheduled the following subjects:

After the interval / lunch the continuation of the plenary session was chaired by Vice-President of the National Parliament Mr. Deputy Vicente da Silva Guterres, Secretary of the Bureau Mrs. Ms Terezinha da Silva Viegas and Deputy Secretary Ms. Mrs Maria Teresa de Carvalho.

Discussion of the matter and vote in plenary on  Proposed Law on an Information System of the Democratic Republic of East Timor the next week.

1. Introducing the report of the visit of the Committee for Infrastructure in the district of Baucau and Viqueque by Mr.  Martyrs Pedro da Costa (President of the Commission G), Mrs. Celeste Lolina of God (Rapporteur) and Mr. Joaquim Amaral (Rapporteur).

2. Findings of the report of the visit by members of the Commission G and holding of the Bureau request by Members to consider and guide them to the Ministry responsible.

The Plenary Session of today was chaired by President of the National Parliament Mr. La Sama-Fernando de Araujo assisted by the Vice-Chairman Vicente da Silva Guterres and Secretary of the Bureau Mrs. Maria Terezinha da Silva Viegas.

In opening the President of the National Parliament of Timor-Leste Mr. La Sama-Fernando de Araujo informed that Parliament had held a meeting with Lieutenant Salsinha That Lauala in Ermera on Saturday, April 26, 2008, and another with the population of the district of Suai in sub-district of Covalima on April 25, 2008.

In the period before the agenda the following topics were addressed:

1. Information on the grounds of absence of Deputy Adriano do Nascimento;

2. Information on the seminar on the Association of Southeast Asian Nations (ASEAN);

3. Declaration of FRETILIN policy on the transitional OGE 2007/2008.

In the agenda, the following subjects were discussed:

Announcement of admission to the Commission of Foreign Affairs, Defence and National Security of the Draft Resolution on 3/II In the "Agreement between the Republic of Indonesia on Border Crossing and Regulation for Traditional Markets ";

After the interval, the second part of the agenda was chaired by Vice-President of the National Parliament Mr. Vicente da Silva Guterres assisted by the Secretary of the Bureau Mrs. Maria Terezinha da Silva Viegas.

Continuing with the following subjects:

Presentation of the report on the visit by Commission for Youth, Sports, Labour and Vocational Training by Mr. Cardoso Antonio Machado (President of the Commission H) and Mr. Mr Elizário Ferreira (Secretary / Rapporteur);

After lunch has been a continuing period of the agenda chaired by the Vice-President of the National Parliament Mr. Vicente da Silva Guterres assisted by the Secretary of the Bureau Mrs. Maria Terezinha da Silva Viegas.

Presentation to amend the draft resolution in 11/II (Measures on the arrangements and measures adopted during the declaration of state of emergency for 13 to February 23, 2008);

Vote on the amendment of the draft resolution in 11/II, 2008) with 21 votes in favor, 6 against and 9 abstentions.

1. Announcement of acceptance by the Commission of Foreign Affairs, Defence and National Security of Proposed Resolution No 3/II on the "Agreement between the Republic of Indonesia on Border Passage for Traditional Markets and Regulation";

Reading from the letter H. E. President of the Democratic Republic of Timor-Leste by the Secretary of the Bureau Maria Terezinha Viegas on the request for extension of the state of siege in the District of Ermera ;
 
5. Report of H. E. Prime Minister Mr. Kay Rala Xanana Gusmao on the declaration and extension of the state of siege;

6. Report of Commander of the F-FDTL Brigadier General Taur Matan Ruak on the declaration and extension of the state of siege;

7. Speeches by the Deputies of the parliamentary benches;

8. Discussion and Vote on Draft Resolution on the 10/II (Extension of the state of the siege in Ermera District from April 22 to May 21, 2008) pursuant to the letter of request for H. E. the President of the Democratic Republic of Timor-Leste with 29 votes for, 18 against and 11 abstentions.

4. Information on report of the Directorate of Human Rights of the Ombudsman for Human Rights and Justice on the Joint Monitoring Situation of Human Rights in connection with the State of Siege and State of Emergency in the district of Ermera;

In Period From Order From Day were addressed the following issues:

In agenda period were addressed the following issues:

1. Information to the National Parliament by the Attorney-General of the Republic.
2. Information to the National Parliament by the Ombudsman for Human Rights and Justice.

At the end was given knowledge to the House by Mr. Interim President of the National Parliament that a special plenary session will take place in the National Parliament of Timor-Leste, on April 17, 10.00, which will allow HE The President of the Republic Dr. Jose Ramos to address a message to the Timorese natin.

The information in the period before the agenda were:

1. Information Letters of the President of the Republic of Cape Verde on the attacks on the lives of the Prime Minister and President of the Timorese Republic  and the clinical recovery of the latter.

2. Information cover letters addressed to his Excellency the President of the National Parliament by the family of the deceased on the event in the Bobonaro district, sub district of Atabae, Suco Rai-Robo;

3. Declaration of the Parliamentary political party PPT.

The report of activities of the Commission of Youth, Sports, Labour and Vocational Training (Commission H), for the months of September and October 2007 was presented. These reports were presented by Mr. Mr Antonio Cardoso Machado (President of Commission  H) and Mr. Mr Elizário Ferreira (Rapporteur).

The President of the Parliament informed the House on the following subjects:

• The next Thursday, April 10, 2008, the Heads of the Parliamentary Benches  will visit the petitioners in Aitarak Laran.

• The Attorney General of the Republic will provide the information in the plenary of the National Parliament, next Monday, April 14, 2008.
