The plenary session today was presided by the President of the Interim National Parliament, Mr. Vicente da Silva Guterres, assisted by Vice President of the National Parliament Sra. Maria Paixão, Secretari Sra Maria Terezinha Viegas and Deputy Secretary, Sra. Maria da Costa Exposto.

During the First on the agenda were addressed the following issues

Ø Reading letters of condemnation of the violent events of 11 February 2008, addressed to the National Parliament by:

-- President of the Swiss Confederation
-- President of the National Assembly of People of Guinea-Bissau

Reading of a letter addressed to the National Parliament by Mr. Secretary General of the United Nations on his recent visit to East Timor

During the Agenda:
Discussion and vote in general the Draft Law No 2/II on Legal Regime of Private Lawyers and Profressional Training of Advocates, continuation for tomorrow Wednesday on 27 of february, 2008

The plenary session today was presided by the President of the Interim National Parliament, Mr. Vicente da Silva Guterres, assisted by Vice President of the National Parliament Sra. Maria Paixão  and Deputy Secretary, Mrs. Maria da Costa Exposto.

During the First on the agenda were addressed the following issues:

* information on the letter of the Group Coordinator for the Implementation of Public Policies of Recognition and Compensation (?) of Timorese Resistance, on the recognition of the Combatentes Diplomatic Front  and Foreign supporters of the National Liberation Fight;

* presented report of the visit to the district of Manatuto made by the committee G.

During the Agenda, there was admitted to the plenary and Commission for Regulatory Affairs, Ethics and Mandate of Deputies (Commission I) the complaint filed by Mr. Mr. Ignatius Moreira under paragraph 2 of Article 15. of the Statute of Deputies.

The Extraordinary Plenary Session today was chaired by the Vice-President, Sra. Maria Paixão, assisted by the Secretary of the Bureau, Mrs. Maria Terezinha Viegas and the Deputy Secretary, Mrs. Maria da Costa Exposto.

In the period on the agenda of the plenary National Parliament pursued the discussion and vote in the final global expertise and the Draft Law no. 3/II ("Scheme of the State of Sitio and State of Emergency"); today were discussed and approved the Articles 30 to 32.

After approval in the specialty, the plenary of the National Parliament, continued to make the Global Vote Final Draft Law No. 3/II on "The Scheme of the State of Emergency" with 41 votes in favor, 0 votes against, 3 votes abstentions.

In the afternoon, the plenum discussed and approved the renewal of the Declaration of the State of Emergency, as a message of the President (acting) Sr. Fernando de Araujo La Sama through the Draft Law no. 8/II, asking Parliament to renew the state of emergency with an additional period of 30 days.

The plenary was attended by His Excellency the Prime Minister, Mr. Kay Rala Xanana Gusmao and members of the government.

The Prime Minister made his speech on the renewal of the declaration of the State of Emergency, for an additional 30 days with suspension of the right to free movement and curfew between 06h00 to 22h00 in the morning, because the current situation in East Timor is not yet stable and the perpetrators of the attacks on the President of the Republic and the Prime Minister are still free.

Renewal of the State of Emergency was approved with vote with 34 votes in favor, 12 against and 8 abstentions.

The Extraordinary Plenary Session today was chaired by the President of the National Parliament in office, Mr. Vicente da Silva Guterres assisted by the Vice-President, Sra. Maria Paixão, the Secretary of the Bureau Sra.  Maria Terezinha Viegas and the Deputy Secretary, Sra. Maria da Costa Exposto.

The only issue discussed at the session today was the discussion and vote in general and speciality of the Draft Law no. 3/II ("Scheme of the State of Siege and State of Emergency"). Six Members proponents: Mr. Vicente da Silva Guterres (CNRT), Sr. Pedro dos Mártires da Costa (CNRT), Sr. Duarte Nunes (CNRT), Sr. Fernando Dias Gusmao (PSD), Mr. Manuel Tilman (KOTA), Mrs. Teresa Maria de Carvalho (PD).

The aforementioned Draft Law was approved in the generality with 44 votes to 0, with 2 abstentions.

After the adoption in general there has been a discussion at the beginning specialty: were today approved the Articles 1 to 11.

The discussion of the other articles will continue tomorrow, on February 21, 2008.

During the Agenda, the following were mentioned:

Discussion and vote on the Draft Decision No. 7/II ( "Rule on transitionary support for the Parliamentary Benches"), proposed by Mr Gusmao Fernando Dias (the PSD).
 
The aforementioned Draft Decision was adopted with 37 votes in favour, 0 against and 4 abstentions.
 
The planned discussion and vote in general on the Draft Law No. 3/II ( "State Regime on State of Emergency") will be discussed tomorrow, on 20 February 2008.

In the period prior to the Agenda  - distribution to the Deputies of an information note on the process of accession to the Inter Parliamentary Union

During the Order of the Day;

1. There was no discussion and vote in the generality of the Draft Law No 4/II ( "Amendment to Law N. 3 / 2006 of April 12, on the Status of Combatentes of National Liberation")

2. Discussion and Vote on Draft Resolution No 8/II on housing and mobile telephone allowance for deputies.

The proposing members were: Sr. Pedro Mártires da Costa, Sr. Adriano do Nascimento, Sr. Fernando Dias Gusmão e Sr. Domingos da Costa.

The project mentioned was approved at the plenary session, with 38 votes in favor, 0 votes against and 7 abstentions.
