The Plenary Session today was chaired by the Vice-President of the National Parliament, Mr. Vicente da Silva Guterres assisted by the Secretary of the Bureau Sra. Maria Terezinha Viegas and the Deputy Secretary, Sra. Maria da Costa and Mrs. Maria da Costa Expostos.
In the plenary session today discussions in specialtiy continued on the draft Law No 1/II 'Juridical Regime on Financing of Political Parties".
Today were discussed and approved the Articles 11 to 16.
Discussion of more articles will continue on 04 February 2008.

The Plenary Session today was chaired by the Vice-President of the National Parliament, Mr. Vicente da Silva Guterres assisted by the Secretary of the Bureau Sra. Maria Terezinha Viegas and the Deputy Secretary, Sra. Maria da Costa Expostos and Sra. Teresa Maria de Carvalho.
On the agenda today were addressed the following issues:
information to Deputies on the reports of visits of the following Commissions:
-- Sub-committee of Anti-Corruption (Commission C) to the District of Suai, Covalima;
-- Commission for Infrastructure (G Commission) to Districts of Lospalos, Suai, Covalima;
--letter from the Information Office of the Presidency of the Republic with information on the clinical status of Mr. Rogerio Tiago Lobato (recent medical report);
Distribution to Deputies of the following reports:
-- Report of the Parliamentary Delegation to the displacement of 117.a Assembly of the Inter Parliamentary Union, the VI Forum of the parliaments of the Portuguese language and the Assembly of the Portuguese Republic;
-- Report of the Director of the Department of Migration on "illegal immigration, trafficking in drugs and human";
-- Technical opinion with the outcome of the investigation of the Office of Inspection for the appeal of the decision of the Director of Immigration;
-- Information and distribution of a letter from Mr. Prime Minister on the additional tax that is being charged to public officials;
Policy Statement of the CNRT Parliamentary Bench, on the request of the opposition to His Excellency the Prime Minister of RDTL, Sr. Kay Rala Xanana Gusmao, to provide clarifications in the National Parliament on the allegations of Mr. Alfredo Reinado.
During the Order of the Day has been continuing its discussion on the Draft Law Specialty No 1/II "Legal Regime of the Financing of Political Parties," where Were discussed and approved in Article 1 to Article 10.

Na agenda de hoje foram abordados os assuntos seguintes:
v Informação aos Senhores Deputados sobre os relatórios de visitas das seguintes Comissões:
- Sub-comissão de Anti-Corrupção ( Comissão C) ao Distrito de Suai, Covalima;
- Comissão de Infra-Estruturas (Comissão G) aos Distritos de Lospalos, Suai,
Covalima;
v Informação sobre carta do Gabinete da Presidência da República com informações acerca do estado clínico do Sr. Rogério Tiago Lobato (relatório médico recente);
v Distribuição aos Senhores Deputados dos seguintes Relatórios:
- Relatório da deslocação de Delegação Parlamentar à 117.a Assembleia da União Inter parlamentar, ao VI Fórum dos Parlamentos de Língua Portuguesa e à Assembleia da República Portuguesa;
- relatório do Director do Departamento de Migração sobre “Imigração Ilegal, Tráfico de drogas e Humano”;
- parecer técnico com o resultado da investigação do Gabinete de Inspecção para o recurso da decisão do Director de Imigração;
- Informação e distribuição de carta do Sr. Primeiro-Ministro sobre o imposto adicional que está a ser cobrado aos funcionários públicos;
v Declaração Politica da Bancada Parlamentar do CNRT, relativa ao pedido da oposição para que Sua Exa o Primeiro Ministro da RDTL, Sr. Kay Rala Xanana Gusmão, preste esclarecimentos no Parlamento Nacional sobre as acusações do Sr.Alfredo Reinado.

Informação sobre medidas de anti-corrupção propostas pela Sub-Comissão de Anti-Corrupção ( Com.C ).
Anúncio da apresentação de requerimento solicitando interpelação ao Governo em matéria de educação e da decisão da Mesa sobre o mesmo, ouvida a conferência de Lideres; ( interpelação não foi realizada por não ter preenchido os requisitos necessários).
Na parte ordem do Dia, deu-se inicio a discussão na especialidade do Projecto de Lei no. 1/II sobre o “Regime Jurídico do Financiamento dos Partidos políticos”.
A discussão do supracitado Projecto de Lei continua amanhã Terça-feira, dia 22 de Janeiro de 2008.

The plenary session today was presided by the President of the National Parliament, Mr. La Sama Fernando de Araujo, assisted by Vice Presidents, Mr. Vicente da Silva Guterres, Sra. Maria da Paixão de Jesus da Costa, the Secretary of the Bureau Sra. Maria Terezinha Viegas and the Deputy Secretary, Sra. Maria da Costa and Sra. Teresa Maria de Carvalho.
On the agenda today were addressed the following issues:
• Consideration of message from Mr. President of the Republic for approval of the shift in official visit to the Vatican, Italy and Brazil, from January 18 to February 7, 2008. The aforementioned travel was approved with 43 votes in favor, 0 votes against and 6 abstentions (Draft Resolution on 6/II).
• Discussion and vote in general the Draft Law on 1/II "Legal Regime of the Financing of Political Parties."
The Rapporteur of the Commission of Economy, Finance and Anti-Corruption (Commission C), Mrs. Cipriana Pereira, has read the report and opinion prepared by the Commission on the Proposed Law under consideration. This report was adopted at the Commission meeting with 7 votes unanimously.
The Draft Law was approved i with 43 votes in favor, 3 against and 6 abstentions.

Na agenda de hoje foram abordados os assuntos seguintes:
Apreciação de mensagem do Sr. Presidente da Republica para efeitos de assentimento a deslocação, em visita oficial, ao Vaticano, a Itália e ao Brasil, de 18 de Janeiro a 7 de Fevereiro de 2008. A supracitada deslocação foi aprovada com 43 votos a favor, 0 voto contra e 6 votos abstenções (Projecto de Resolução no 6/II).
Discussão e votação na generalidade do Projecto de Lei no 1/II “ Regime Jurídico do Financiamento dos Partidos Políticos”.
A Relatora da Comissão de Economia, Finanças e Anti-Corrupção (Comissão C), Sra. Cipriana Pereira, procedeu à leitura do relatório e parecer elaborado por esta Comissão relativamente à Proposta de Lei em apreço. O presente relatório foi aprovado na reunião da Comissão com 7 votos por unanimidade.
O referido Projecto de Lei foi aprovado na Generalidade com 43 votos a favor, 3 contra e 6 abstenções.

No Período de Antes da Ordem do Dia foram abordados os assuntos seguintes:
Informação sobre a substituição do Sr. Deputado Domingos Mesquita pelo Sr. João Maia da Conceição;
Leitura da carta dirigida a Sua Excelência o Presidente do Parlamento Nacional por Sua Excelência o Presidente do Tribunal de Recurso sobre a eleição de um membro efectivo e um membro suplente para o Conselho Superior da Magistratura Judicial.
Na parte ordem do dai, a Mesa anunciou a Admissão e baixa à Comissão de Negócios Estrangeiros, Defesa e Segurança Nacionais da Proposta da Resolução no. 2/II sobre “ Acordo de Cooperação Técnica com a República Federal da Alemanha”.
A proposta referida foi entregue pelo Vice-Presidente do Parlamento, Sr. Vicente da Silva Guterres, ao Presidente da Comissão B, Sr. Duarte Nunes.
Alem disso a Mesa anunciou a abertura do processo de eleição de um membro efectivo e um membro suplente para o Conselho Superior da Magistratura Judicial.
