The plenary session was chaired today by the Interim National Parliament Sr. Vicente da Silva Guterres assisted by the Secretary of the Bureau Sra. Maria Terezinha Viegas, Deputy Secretary, Sra. Maria da Costa Exposto  and Deputy Secretary, Sra. Teresa Maria de Carvalho.

The information in the period before the agenda were:

1. Information to deputies on the report of the Attorney General of the Republic on the incident of the attack on 11 February 2008;

2. Information and distribution of Implementation Budgetary on Transitional Period of July 1 to December
31, 2007 the Democratic Republic of Timor-Leste;

In the Agenda Period were addressed the following issues:

1. Presentation of the reports of visit of the Commission of Health, Education and Culture the Districts of Ermera and Aileu.

2. Discussion on the authorisation to MP Paulo Fatima Martins as a witness in the District Court of Dili. The vote was held to provide written testimony with his witnesses by 33 votes to 0, with 4 abstentions.

The plenary session today was presided by the President of the National Parliament in office, Mr. Vicente da Silva Guterres, assisted by Vice President Sra. Maria da Paixão de Jesus da Costa and Secretary of the Bureau Ga. Maria Terezinha Viegas.

In the period before the Order of the Day was reading the letter of temporary replacement of Mr Faustino dos Santos "Renan Selak," by Mr Francisco Ramos Salsinha, of the UNDERTIM;

In the period on the agenda were addressed the following issues:

1. Presentation, discussion and vote on the Draft Resolution N. 10/II on the state of siege and state of emergency (article 29 paragraph 2 of Law No 3 / 2008 of 22 February). The draft resolution was adopted by 42 votes to 0, with 12 abstentions.

2. Consideration of the report of the government on Providences and Measures adopted during the declaration of the state of siege and renovated for an additional period of ten days. In this matter was present S. E. Prime Minister of RDTL, Sr. Kay Rala Xanana Gusmao and comment.

The plenary session today was presided by the President of the National Parliament in office, Mr. Vicente da Silva Guterres, assisted by the Office of the Bureau Ms Maria Terezinha Viegas.

The presentation, discussion and vote on the draft resolution. 10/II on the State of Siege and State of Emergency, (Article 29 no. 2 of the Law no.3/2008, 22 February) scheduled for today was postponed until tomorrow, on 25 March 2008. The postponement was requested by FRETILIN, which requested more time to examine the document in question.

Moreover, the Bureau reported that tomorrow, Tuesday, at 3:00 a.m. afternoon, SE The Prime Minister, Mr. Kay Rala Xanana Gusmao mark their presence in the House to present the report on the period of state of the siege from 13 to February 23, 2008.

In the period on the agenda were addressed the following issues:

Announcement of acceptance and low to the Commission of Youth, Sports, Labour and Professional Training of Proposed Law N. .... / II about Martial Arts;

2. Discussion and vote on the deliberation of Constitution of Parliamentary Groups of friendship. The deliberation on the 7 Groups of Friendship was adopted with 41 votes in favour, 1 against and 2 abstentions. An Extraordinary Plenary Session was scheduled for tomorrow at 3:00 a.m. afternoon.

In Period From Order From Day were held presentation and vote on the Proposed Resolution on 1/II ( "Accession to the Kyoto Protocol to the Convention United Nations Framework on Climate Change"). This Proposed resolution was adopted with 30 votes in favour, 0 against and 3 abstentions. A Discussion of 48 hours was scheduled for 10.00, the following day.

Period on the agenda

1. Continuation of the Findings of the report and opinion of the Commission I on the lifting of parliamentary immunity of the Honourable Member Maria da Costa  Exposto. After discussion the plenary of the National Parliament approved the Report and Opinion with 26 votes in favour, 6 against, 3 abstentions.
2. Discussion and vote in general the Draft Law No. 2/II ( "Legal Regime of Private Lawyers and Professional  Training of Advocates"), is in general with 34 votes in favor, 0 against, 0 abstained.
